Periodic Reporting for period 2 - CoME EASY (SYncronising EEA to CoM and other EU initiatives (SCIS-EIP, CEN-ISO,S3...) about energy and climate policies to accompany more and more tuned municipalities in their 2030 performance)

CoME EAsy proposal is a direct response to the struggle of municipalities to effectively implement local energy policy and projects. Indeed, practitioners have repeatedly pointed out challenges that impede multi commitment to different programs, even with the same purpose, and effective implementation of local climate actions (under-staffing, lack of know-how, inconsistency of reporting and procedures, insufficient available successful experiences and financial resources, difficulties in engaging with stakeholders...)
The project aims at the exploitation of synergies between different initiatives targeting at a mutual recognition, to facilitate local authorities in their commitments to EU targets.
The concept is to set at disposal complete, user-friendly tailored ICT tools with import/export options and thereby enable municipalities to develop and monitor their energy and climate policy efficiently avoiding overlapping (with the risk of incoherence) and double-working.
The project creates an open platform providing EU cities with an effective implement support package to support their sustainable energy and climate action planning activity or ISO certification processes including
- Best practices to enhance exchange with a wide international catalogue of success stories
- Energy and Emission Reduction Path assessment tool
- KPIs for the benchmarking, compliant with the main systems in use at EU level
- Reporting facilities and calculation tools to cover the requirements of the different initiatives
- Guidelines about innovative methodologies for stakeholders’ engagement
Technical overlook is asked to an advisory board made of relevant stakeholders at EU level for a better tuning.
Tools and procedures will be tested by "Ambassador municipalities" before the roll out phase when qualified advisors as well as municipal responsible staff for energy and climate policies will be trained to help implementations and to crosscut initiatives.

This report covers the first period of the project's development that comprehends from 1st May 2018 to 31st October 2019. The work and main outcomes carried out in each of the Work Packages are:
• Analysis of the initiatives and alignment proposal
• Tools creation
• Ambassador cities involvement and test phase
• Roll out cities recruitment
• Advisory Board set up and feedbacks collection
• Communication concept and plans
• Consortium and project management
The rationale of the Project Workplan has been designed as a Deming cycle to ensure the continuous efficiency of the work stream.
The first phase, completed, has been dedicated to the harmonisation of the eea process with the other EU initiatives and in parallel to the draft of the main open outputs (WP1).
Afterwards partners started to support the eea adaptation by testing the methodology in the field, supporting 18 Ambassador municipalities in their eea + BEI and SECAPs and other initiatives (ISO, SCIS,..) development with the new instruments and training qualified advisors on new procedures (WP2). This phase is on-going in parallel with the collection of feedbacks that are used for a further finalisation of the package (WP3) and the design of the materials for the trainings.
Dissemination activity has started with the design of the corporate identity and the provision of the first promotional materials (ppt templates, newsletters, logo…) to be exploited in the next phase implementing the dissemination plans drafted at the beginning and then updated at the turning point of the project.
Next period is aimed at promoting the tools in the roll out phase (WP4), looking for a wide replicability to multiply the results.
A strong project management activity (WP7) has been set up to keep the project in line with the schedule and to manage the evolving synergies/inputs from other projects or EU initiatives (WP6) thanks also to the contributions and feedbacks of the Advisory Board.
Regarding main outputs, in the reporting period the project has built up the foundations for the alignment focussing mostly on the open platform design, including tools development, and the links among initiatives (WP1 and WP6).
The Memorandum of Understanding between the CoM and the eea has been one of the most important outputs of this first period efforts in Wp6 as well as the participation to the Smart Cities Guidance Package development and the cooperation with the EIP.
Ambassador municipalities and their respective technical supporting advisors have been actively involved in the test phase: the debugging activity is still on going and feedbacks have been regularly collected and processed (WP2 and WP3 initial phase).
The dissemination plans have been drafted and the website created as well as social media profiles.

CoME EASY’s overall objective is to promote, facilitate and extend the engagement of local authorities in setting up and implementing sustainable and effective energy and climate action plans according to EU targets by applying the CoME EASY open tools package that synthesizes acknowledged initiatives such as the eea, CoM, ISO standards and SCIS and facilitates multiple commitments. It will support at least 95 municipalities with 6 million inhabitants and lead to stronger energy and climate performances on local level all over Europe.
The project aims to remove barriers and to share experiences and associated success factors for innovative sustainable policy implementation. The delivery of a supporting stakeholders’ involvement framework as well as a monitoring/quality management system will allow a detailed review of the current situation with a perfect basis for developing or improving policy most appropriate to the local authority.
The project package for municipalities will set the basis for a successful cooperation of Local Authorities with stakeholders since the decision making process and also with business: investors will be attracted by the reliability of the actions, the administration commitment, the population awareness and the quality management procedures in use.
Municipalities will be involved in a process which will improve their capacity and skills in energy and climate planning, quality management, EU targets and legislation, impact calculation and participatory processes. Stakeholders and citizens involved in the process could also benefit of those added values.
In the reporting period the project, capitalising partners’ experiences, has contributed to the achievement of the mentioned objectives by:
- Setting up the basis for the different initiatives’ alignment (tasks 1.1 1.2 and 1.3) analysing gaps, proposing adaptations, creating links
- Designed the open platform architecture and drafted the tools, completing the set with additional unforeseen instruments to be fully compliant with CoM and ISO 50001
- Involved the first group of municipalities, 18 Ambassadors, in the test phase of the “implementation support package”
- Created the first best practices collection to feed the library and collected the data for the KPIs dashboards to start the exchange and benchlearning among participating municipalities
- Produced the guidelines for stakeholders’ engagement in close cooperation with the EIP planning action cluster and their Smart Cities Guidance Package
- Started the review of the management system and the development of the SECAP in the Ambassador cities
- Drafted the materials for communication as well as for trainings
