This paper will cover the analysis of drivers in one of the three identified economic pillars, i.e. the flow of knowledge as an important element of innovation for development.

Launch of FEUTURE Online Paper Series including academic policy Papers

In order to provide more rapid access to findings, FEUTURE researchers will publish a number of online papers. These will be available to download from the project website as Online Paper Series starting from month 9, and will be available also after the lifetime of the project. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Report on High-Level Expert Workshop

The report will document the content of the high-level expert workshop, serving to explore the consequences of the likely scenario(s) for relations of the EU and Turkey with the neighbourhood and global actors and will also aim at further refining the policy recommendations through discussions with experts. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Paper on flow of goods and services

This paper will cover the analysis of drivers in one of the three economic pillars, i.e. the flow of goods and services - adopting a macro-international focus and also including the impact of the Customs Union.

Paper on drivers within cluster 2 - Eastern Neighbourhood and the Caucasus

This paper will present the results of the analysis of drivers within the second of the focal issue clusters identified by the WP, putting a regional focus on the Eastern Neighbourhood and the Caucasus. This includes Russian expansionism in Ukraine and the Black Sea region, but also rising tensions between Azerbaijan and Armenia.

Paper on the politics of secularism in Turkey-EU Relations

This paper will identify the key drivers of identity and culture since 1999, concentrating on the focal issue of secularism, i.e. the politics of secularism in Turkey-EU relations (invoking national government dynamics such as the resurgence of religion) and identify the drivers underpinning this particular area.

Final Synthesis Report linking security drivers and scenarios

This synthesis report aims at identifying the most likely scenario for Turkey-EU relations from a security perspective based on the key drivers identified in the analysis. It will draw from the results of the joint workshop with WP 2 “Political Drivers” in light of power considerations.

Final Synthesis Report linking identity and culture drivers and scenarios

This synthesis report aims at identifying the most likely scenario for Turkey-EU relations from an identity and culture perspective based on the key drivers identified in the analysis. It will draw from the results of the joint workshop with WP 6 “Migration Drivers” on the dimension of ‘people’.

Paper on the impact of political changes in Turkey

This paper will discuss the impact of political changes in Turkey on EU-Turkey relations, such as a new foreign policy vision relating to Turkey-EU relations and Turkey’s links with its neighbours.

The WP will provide the report of the project’s concluding conference.

Paper on evolution and impact of Turkey and EU public opinion

This paper will deal with the focal issue of public opinion and examine existing surveys conducted in Turkey and the EU to elucidate whether changing patterns in public opinion in Turkey and the EU correlated with changes at the decision-making level or, on the contrary, public opinion has moved into one or other direction as a result of elite decisions, i.e. after changed policies.

The WP will provide the report of the project’s kick-off conference.

Paper on drivers within cluster 4 - Global dynamics

This paper will present the results of the analysis of drivers within the fourth of the focal issue clusters identified by the WP, covering the overall global security context and in particular the evolution of Russia’s relationship with the West, the future of the transatlantic relationship and NATO together with the rise of China as a key actor.

Final Synthesis Report linking economic drivers and scenarios

This synthesis report aims at identifying the most likely scenario for Turkey-EU relations for 2023 from an economic perspective based on the key drivers identified in the analysis. The economic scenarios that will be analysed include a. modernised Customs Union b. Free Trade Area and c. EU Membership and participation in the Single Market. It will draw from the results of the joint workshop with WP 5 “Energy and Climate Drivers” in light of resource considerations.

Paper on the evolution of EU and Turkish energy relations with Russia

This paper will investigate EU and Turkey’s energy relations with Russia as one key country relevant to the EU’s energy security and their impact on EU and Turkish energy interests and priorities.

Paper on the development of nationalism in the EU as it pertains to Turkey's EU accession

This paper will identify the key drivers of identity and culture since 1999, concentrating on the focal issue of nationalism. It will trace, therefore, the development of Turkey’s role in politically hegemonic discourses within the European context, e.g. since ‘9/11’, as well as the concomitant rise to political hegemony of a nationalist discourse in this respect.

Paper on energy and climate security priorities and challenges in the changing global energy order

This paper will analyse how the changing global energy order is expected to impact EU and Turkish energy interests and priorities, such as the changes introduced by the unconventional revolution, the OPEC crisis and the decisions adopted in the framework of the UNCFCCC are among the issues at stake.

Paper on economic relations with third countries: institutional and political requirements for TTIP and the EACU and the impacts on EU-Turkey relations

Including political economy developments in the analysis of the WP, this paper will assess the impacts of growth and crisis in the European and Turkish economies on the economic convergence/divergence between the two. In particular, TTIP and the Eurasian Customs Union (EACU) and the institutional and political requirements for each of these options will be analysed. The implications for future EU-Turkey relations of Turkey and the EU engaging in these trade relations with third countries will also be analysed in light of the conflict, cooperation and convergence scenarios.

Conference Report on mid-term conference

The WP will provide the report of the project’s mid-term conference.

Paper on drivers within cluster 1 - Cyprus/Greece

This paper will present the results of the analysis of drivers within the first of the focal issue clusters identified by the WP, i.e. the tensions over Cyprus as one of the major hindrances in moving accession negotiations forward.

Final Synthesis Report linking migration drivers and scenarios

This synthesis report aims at identifying the most likely scenario for Turkey-EU relations from a migration perspective based on the key drivers identified in the analysis. It will draw from the results of the joint workshop with WP 7 “Identity and Culture Drivers” on the dimension of ‘people’.

Compilation of EU 28 Country Reports on national debates

The EU 28 country reports will be produced by academic experts from the Member States. Aware of the fact that Turkish membership is a highly contested issue in the individual EU Member States, differences within the EU will be reflected in the reports, giving an in-depth assessment of the evolution of the national debates. This deliverable forms part of a WP in co-leadership of UzK and IAI.

Paper on the impact of political changes in the Arab neighbours and Eastern Europe

This paper will discuss the impact of systemic political changes in the neighbourhood on EU-Turkey relations, such as the colour revolutions, or the Arab upheavals.

Final questionnaire translation in Turkish and English and pre-testing report

This deliverable forms part of the elite survey, conducted to assess the challenges and opportunities stemming from the three scenarios and in particular the empirically most likely scenario, and to begin delineating policy recommendations for the EU and Turkey. It will provide a questionnaire translation as well as a pre-testing report. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Paper on narratives in EU and Turkey

This paper will present results of the narrative analysis and address the following questions: (1) Do the narratives change over time and how? (2) Do EU and Turkish actors’ narratives correlate or contrast and how? (3) Do narratives on EU-Turkey relations correlate or contrast in different thematic dimensions and how? (4) What instances of conflict, cooperation or convergence do the narratives depict? This deliverable forms part of a WP in co-leadership of UzK and IAI.

Paper on the Cyprus issue, the development of the East Med and Turkey's energy relations with Israel

This paper will investigate EU and Turkey’s energy relations with countries of the East Med region and Israel and their impact on EU and Turkish energy security, including the question of Turkey’s potential role as a hub.

FEUTURE Edited Volume: The Future of EU-Turkey Relations: Mapping Dynamics and Testing Scenarios

This deliverable will prepare the collection of the project’s research findings in an edited volume “FEUTURE: The Future of EU-Turkey Relations: Mapping Dynamics and Testing Scenarios”. In month 36 the contact with a publisher will be established. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Paper on energy and climate strategies, interests and priorities of the EU and Turkey

This paper will analyse major trends of energy demand and supply by primary energy sources and by sector, as well as the institutional set-up, in Turkey and the EU. It will also identify the main players, their respective positions, decision-making powers and stakes.

Paper mapping historical patterns and dynamics: identity discourse and narratives

This joint paper of WP1 and WP 7 will bring together the results of the analysis of identity and culture drivers with those from the narrative analysis in WP 1, mapping historical dynamics from a narrative and identity perspective.

Paper on the impact of political changes in the EU

This paper will discuss the relevance of political changes in specific EU Member States (Germany, France, Greece) and why similar political shifts in other countries (Spain, Italy) do not alter relations with Turkey to the same degree. This will include the rise of political forces across Europe opposing Turkey’s EU membership.

Paper on the impact of a new global power distribution

This paper will discuss the impact of systemic political changes at the global level on EU-Turkey relations.

Paper identifying the drivers that impact on irregular transit migration between EU and Turkey

This paper will focus on the drivers that are and will continue to shape EU-Turkish relations in the management of irregular (transit) migration, factoring in border control policies, visa policies, the legal and institutional framework as well as the foreign policy level, as well as the influence of global actors in the management of irregular migration. Particular attention will be paid to the bilateral cooperation between Greece and Turkey

Final Synthesis Report linking political drivers and scenarios

This synthesis report aims at identifying the most likely scenario for Turkey-EU relations within the political arena for 2023 based on the key drivers identified in the analysis. It will draw from the results of the joint workshop with WP 4 “Security Drivers” in light of power considerations.

Paper on Turkey's political and legislative reforms

This paper will deal with the focal issue of democracy and human rights and cover the analysis of political and legislative reforms (or their absence) in Turkey and their impact on EU-Turkey relations. It will also discuss whether the EU membership perspective has strengthened domestic support for and resonance of those reforms.

Paper on flow of finance

This paper will cover the analysis of drivers in one of the three economic pillars, i.e. the flow of finance as an important factor of economic growth.

Paper on Turkish and European identity constructions in the 1815-1945 period

This paper will analyse Turkish and European identity constructions and their drivers in the late Ottoman modernisation period. The research will focus on focal issues, identified in the extant literature as having played a critical role in shaping identity/cultural representations both in Europe and in Turkey.

Paper on EU and Turkish energy interests in the Caspian and Middle East region

This paper will investigate EU and Turkey’s energy relations with countries of the Caspian and Middle East region and their impact on EU and Turkish energy security, including the question of Turkey’s potential role as a hub.

Survey Fieldwork Report

This deliverable will comprise the results of the elite survey. Researchers summarise the contents of the interviews and information generated from them in a series of top line data reports and key findings reports, guaranteeing the comparability of results. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Synthesis Paper of most likely scenario across all thematic dimensions

On the basis of a synthesis carried out both across all focal issues within each thematic area, as well as between the six thematic areas, the paper will select and empirically flesh out the most plausible scenarios for 2023, highlighting the possible/plausible future drivers that may influence/determine their realisation. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Paper on the evolution of EU and Turkey's security interests, threat perceptions and discourse

This paper discusses how Turkey’s security interests have developed since 1999, what role the EU has played, and vice versa. As one important aspect it will take into consideration the influence of NATO on the EU-Turkey security relationship.

Launch of Online Papers of FEUTURE PhD Workshops

The academic exchange among the younger generation of researchers will be fostered through PhD Workshops in Cologne and Istanbul. The participants will produce papers to be published by the project, starting in month 12. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Paper identifying the drivers that impact on EU's and Turkey's asylum system

This paper will examine the asylum systems in Turkey and the EU, including current policies and reforms, as well as institutional and legal frameworks, taking into consideration also the international level. It will identify the drivers that have formulated and will likely shape the asylum policies and roles of the EU and Turkey in the future.

Working Paper: Mapping milestones and periods of past EU-Turkey relations

This Working Paper will give an overview of the focal issues in EU-Turkey relations relevant from a historical perspective, mapping milestones and periods of the last decades, taking into consideration the effects of shifts at the regional and global levels. This deliverable forms part of a WP in co-leadership of UzK and IAI.

FEUTURE Dissemination Barometer 2

WP9 will monitor the progress of the project’s activities in light of this Outreach, Dissemination and Social Media Strategy by defining benchmarks and indicators for FEUTURE’s visibility, relevance and quality and producing a final Dissemination Barometer in Month 36. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Paper on drivers within cluster 3 - Middle East

This paper will present the results of the analysis of drivers within the third of the focal issue clusters identified by the WP, i.e. security issues in the Middle East. It will cover e.g. Iran’s rising influence in the region, the Syrian civil war, the future of Iraq, the Kurdish question, and regional security dynamics in a post-Arab Spring context.

Paper on regional (and global) perspectives on culture and identity in the EU-Turkey relationship

This paper will examine the regional (and global) level, particularly the views of the Eastern and Southern neighbours on the identity/cultural dimension of Turkey-Europe relations (since 1999).

Start of Policy Recommendations

Through the elite survey and expert workshop, the WP will also extrapolate policy recommendations aimed at Turkish and EU actors, starting in month 26. The recommendations will target different timeframes and address various levels of EU policy-making as well as Turkish authorities. This deliverable forms part of a WP in co-leadership of IAI and EDAM.

Launch of Report on FEUTURE Policy Challenge Sessions and FEUTURE Lectures

FEUTURE targets the academic community e.g. with FEUTURE Lectures as well as the stakeholder and practitioner community with Policy Challenge Sessions, starting in Month 18. FEUTURE Lectures are organised at the participating institutional partners of higher education that invite a senior expert from the consortium to provide insights on EU-Turkey relations. FEUTURE Policy Challenge Sessions will take place in countries where the institutional partners are based, bringing together key stakeholders, to be challenged by leading in-dependent experts on EU-Turkey relations in order to debate research finding and hot topics of EU-Turkey relations. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

This paper will analyse Turkish and European identity constructions and their drivers in the Cold War and post-cold War period until 1999. The research will focus on focal issues, identified in the extant literature as having played a critical role in shaping identity/cultural representations both in Europe and in Turkey.

Paper identifying the drivers that impact on skilled migration in the EU-Turkey relationship

This paper analyses the movement not only of Turkish skilled labour migrants to the EU but also of EU labour migrants to Turkey. It identifies direct drivers in EU and Turkey such as the institutional framework, political actors and policies, economic factors and trends, foreign policy, social factors as well as indirect drivers at the neighbourhood and global level.

Background Paper on the three scenarios and conditions for their realisation

This Background Paper will elaborate on the three ideal type scenarios for EU-Turkey relations within the mid-term perspective of 2023. The scenarios are specified in terms of the six thematic dimensions (politics, economics, energy, migration, security, identity) as well as four levels of analysis (the EU, Turkey, the neighbourhood and the global level). This deliverable forms part of a WP in co-leadership of UzK and IAI.

Launch of FEUTURE WEB Package

One of the project’s main communications tools is its website (www.feuture.eu), launched in month 2. The internal part of the website will facilitate internal communication and management. The website will function as science-policy-interface including knowledge- and advice-section. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Launch of FEUTURE Videos

Starting in month 3, the project will produce short videos. Authors of online papers will summarise their findings within short videos called “FEUTURE Papers in 60 seconds”. Another category of videos are the so-called “FEUTURE plain-talking” videos in which experts will address precise questions and hot topics of EU-Turkey relations. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Launch of FEUTURE News

FEUTURE news will be launched in month 2. The project’s approach to disseminating the latest news is twofold. A quarterly project newsletter will be published. This will be complemented by a so-called FEUTURE News-Ticker that makes possible the dissemination of ad hoc news and events and reaction to ongoing and highly topical events. This deliverable forms part of a WP in co-leadership of CIFE and TEPSA.

Data set with value and variable labels in SPSS

This deliverable will produce a data set with value and variable labels in SPSS which will be published. This deliverable forms part of a WP in co-leadership of IAI and EDAM.
