New Services for (i) Fleet management and Customised Mobility Information plus (ii) Emergency Support for Crises during large-scale events, based on the use of low-altitude platforms and floating car data

Obiettivo

"Eye in the Sky" addresses IST Programme's objectives for intelligent transport infrastructures, with focus on the management of large-scale events and crises. In this context, it aims at studying/developing and testing/validating services that address the specific requirements of big events and crises in urban areas. The Project targets as a test case the Olympic Games of 2004 and proposes integrated and customised mobility services for traffic monitoring, fleet management and security. These services, proposed by a strong industrial consortium are based on innovative technologies of European origin (airship, optical sensor, Floating Car Data) and aim to provide an add-on layer over existing infrastructure. The Project is expected to create commercial opportunities at the service level proposing user-friendly, dependable and cost-effective applications, extendable to other thematic and geographic areas.

DESCRIPTION OF WORK
As a first work step, user needs derived from the analysis of requirements for Sydney (OG 2000) and Hanover (EXPO 2000) together with an analysis of the existing and planned infrastructure leads to system requirements. Valuable inputs for this synthesis come from envisaged User Group Meetings. The next step involves the description of system architecture for both airborne and terrestrial parts. Then the design, implementation, integration and mounting on the airship of the optical sensor and telecom payload take place. This is followed by the testing of the airborne part of both services including, air-to-ground communications. This task includes also airship mission certification. A major next step (the development of mobility information and fleet management) is related to the implementation and validation of Floating Car Data (FCD) - based traffic data generation, their fusion with static sensors information, their aggregation into geo-referenced data-structure as well as the usage of these data for driving a set of new services for fleet management and customised mobility information. Additional tasks include the functional optimisation of the FCD-approach for inner-urban applications, the integration of navigation services, the GIS-development with dynamic attributing, the multi-source (optical sensor FCD) data-fusion. The integrated system prototype (both terrestrial and airborne elements) undergoes a test and field trial procedure in the real environment of Athens, the final results are evaluated and compared to end users' real needs. In parallel to the technical work, dissemination activities (workshops, on-line and hard-copy publications etc.) seek to create awareness for a successful market take-up of the services. Finally, a business plan and a service definition strategy are developed based on results of market analysis and technology watch.

MILESTONES
Milestones include
(i) analysis of the user needs for Athens, Sydney and Hanover (M4);
(ii) operational system requirements that will be used as the basis for the future operational system implementation (M10);
(iii) integration and testing of all system components (M21);
(iv) successful field trial in Athens (M26);
(v) conclusions for potential commercially viable mobility information and management services (M30).
The expected results could be summarised in the successful testing and validation of the developed system and the positive reactions from the market for setting-up a service provider company in Athens for the Olympic Games of 2004.
