A report following T35 recommendations on how to support municipalities in transitioning towards using the betterment taxT35 Support municipalities in the sustainable transition Month 136 Lead De Woonpas this task involves support to municipalities Transition managers one per participating municipality will support municipalities in betterment taxbased retrofitting In addition to Task 31 33 Transition Managers support municipalities in internal and external stakeholder management help to target homeowners through tailored direct marketing efforts information meetings and ensuring that FITHOME is disseminated through municipal communication channels Transition managers also help to ensure and assure progress as regards the set retrofitting targets and ambitions and will manage the process In M4 a first framework will be developed for transition management These guidelines will help the first municipalities in implementing the betterment tax and engage in retrofitting These guidelines will be refined as the project progresses
