Disruptive Technologies Supporting Labour Market Decision Making

Report on data collected during and after pilot including benchmarking- Sociological Report

This report will use analysis of the pilot study feedback from users and statistical analysis to benchmark the pilot and the platform against existing systems from a sociological perspective

Interim report on Data Ethics and Use

This report will draw on the sociological analysis of the PES and citizen environments for governing and providing unemployment services It will outline context specific determinations of ethical dimensions of unemployment services This report will feed into the ethical requirements from the ESR

User Vision Statement

This document will set out the sociological understandings of the user needs and will set in motion the development of a greater understanding of how the platform will be developed the data required to ensure fair robust and equitable profiling and the overall vision of the end users

A technical report on the development of the system

A technical report or paper for an industry specific publication on the development of the platform This is a public level dissemination in an industry specific publication either in print or online

A final baseline and benchmarking study database for conditions of employment and unemployment

This study which will include a database and narrative report aims to produce a baseline study which compiles basic data on multidimensional factors and predictive values related to employment and unemploymentThe study will employ quantitative and qualitative methods for prospective study on human resources of companies and counsellors of unemployment office casecontrol design standardized interviews a baseline survey and benchmarking it will draw on the initial study D25 and analysis of the pilot to provide a picture of conditions of employment and unemployment

Technical report data sources and data protection for algorithm development

This report will provide guidance on the sources of public datasets that can be used for development of the platform It will indicate the sources of the data and its potential use by noting the importance to user needs of creating beneficial profiles and enhanced decision making It will reference data types and information points in the live raw data generated in ESS and if possible other PESThe lead on this deliverable will work with the data protection officer and ESS to develop a detailed set of guidelines for the use of specific datasets as analysed in this WP and indicated as being most relevant to the development of the platform

Detailed User Context Document

The user context document compliments the development of the platform in WP3 and WP4 and will determine the environment in the area of unemployment services and outline the considerations for social requirements when developing the platform along with providing a context of the expert user panelsBased on ethnographic field studies of pilot deployment site and using deeply anthropological approaches and interactive fieldwork to capture the user environment including the symbolical social relational political and cultural meanings around employment services and care

Terms of reference and schedule for steering group meetings

Publish schedule for steering group meetings and terms of reference for business to be discussed with each group along with responsibilities and levels of authority

Impact Measurement Report

The expected impacts of the research are outlined in the proposal document They are linked to a set of objectives OB1OB5 and in certain cases Milestones Throughout the life of the project WP and Task leads will measure and report on the activities of their WP andor task These reports will be combined into a public report at the conclusion of the documentHowever impact assessment is required after this phase of the project is concluded This is important for future exploitation and dissemination and measurement methods and sponsibilities will be outlined in deliverable D74

Report on data collected during and after pilot including benchmarking- Technical

This report will use benchmarking data from previous and existing profiling systems and compare the results from continuous analysis of the pilot It will feed into the business plan and further considerations for exploitation of the system It will provide a system of validation of the platform for public parties

Report and model for developing pathways for disruptive technologies into public services

Drawing on the results of the pilot and the effectiveness of the platform this report will develop a model based on experiences and best practice for introducing disruptive technologies into public services It will additionally feed into the business plan

Benchmarking study of 1st Gen: Ethical/Social review

This report draws on deliverable D13 and the ethics requirements deliverables It will produce a report based on these ethical reviews that outline specific ethical implications for the development of the platform from a human needs perspective It will feed into D11 and D12

Report on Supply and Demand Statistics in the Labour market

This report will provide an overview of the labour market through the development of a census of comparative European data sets around the labour market and work their origin the political economy and ethos in which they emerged and are used It will include measurements of labour market integration and quality work and in doing so it will explore the vision of data practices in our labour market and point to the gaps in available data and the transformations that are needed in statistical practices to make our labour market more ethical durable and sustainable around a sociological vision of labour market integration and good work and lifeThis task links to WP1 in offering enrichment to task 1 on the genealogy of unemployment and forward it into the practical induction of data sets into the development of the algorithm in WP3 Additionally it will Integrating findings of the genealogy of unemployment and the benchmarking study of existing and discontinued profiling systems WP1
