Concept for ICOS involvement in carbon and GHG flagship inside GEO and IG3IS program by WMO.

ICOS ERIC will steer the cooperation process and develop official relationships with partner institutions. An international cooperation of regional Networks is envisaged and should be based on official cooperation documents (e.g. Memorandums of Understanding). The report will described the achievements of ICOS ERIC in managing the further development of this cooperation and integration of ICOS into the framework of GEO and IG3IS.

Strategy document on increasing impact of ICOS including a recommendation to ESFRI for comprehensive impact analyses for environmental RIs.

Describing the impact of an ENV RI needs a thoroughly developed set of indicators. Currently, it lacks well-established models (ESFRI Roadmap 2016). The primary impact of RIs in general is in the field of human resources, science and technology. For ICOS this is the science of the global carbon cycle and greenhouse gas exchange between land, oceans and atmosphere and the most important impact is the scientific use of ICOS data. Since our science field is highly interdisciplinary and sensor technologies develop extremely quickly, very flexible and highly educated scientific and technical staff and high managerial skills in the coordination are required. Therefore, RIs have a deep impact on the professional and career development of their personnel via access and training also to a wider scientific community. While the direct economic impact of ICOS via industry cooperation can be easilydescribed, the indirect impact will need further conceptual development. Given the COP21 Paris Agreement the global economy will have to go through the process of decarbonisation in the upcoming decades. The highly skilled personnel in ICOS will provide technical and scientific knowledge that is required to support this process. Observational experiences and technologies further developed between ICOS and its suppliers can foster this development. The societal impact of ICOS can be clearly related to the Grand Challenge of Climate Change mitigation and adaptation: ICOS provides the basic knowledge on greenhouse gases and with this proposal it will increase the ability to observe regional fossil fuel emissions. The potential societal impact is vast since the applications can go far beyond the independent verification of emission inventories e.g. by providing necessary knowledge for regional or urban decision-making on mitigation action or by consulting industry during decarbonisation processes. The document will integrate all these aspects. It will be conducted in cooperation with the ESFRI and can be a pilot study for other environmental research infrastructures.

Final Data Management Plan

The project data management plan will be developed during the first six months of the project and show the close connection to the ICOS RI operational data management. It is envisaged that the data obtained in the framework of the RINGO project will be published under the same conditions as ICOS data. ICOS has decided to use the Creative Commons 4.0 BY license that ensures open and free data access.The final data mangement plan will also include archiving solutions.

Concept on standards for data collection, classification, description, processing and distribution and methods for data identification, traceability and sharing in FLUXNET

The report will describe the result of the discussion among different regional network on the agreement of common practices for the sharing of data in the context of the global FLUXNET network. In addition to harmonized site management (identification) and data curation (from submission to identification, processing, distribution and traceability) a section will be dedicated to the European network where the possibility for ICOS ETC to act as European hub for FLUXNET also for sites not involved in ICOS will be analysed, evaluated and tested.

The Dissemination Strategy for the RINGO project will be drafted in the first six months and updated twice during the course of the project. The final dissemination startegy will focus on the final results and deliverables achieved during the project.

Project Dissemination Strategy

The dissemination of results will be integrated in the general dissemination strategy of ICOS. A detailed dissemination plan will be developed during the first six months of the project. The Dissemination Strategy for the RINGO project will comprise the following target groups: scientists inside and outside ICOS, related research infrastructures, national stakeholders and ESFRI, European Commission, international organisations such as UNFCCC, IPCC, WMO, GEO, general public.

First Updated Project Dissemination

Report to summarize the experiences of RIs with linked third parties in H2020 projects to the European Commission and the ESFRI.

Linked third partnerships offer a lot of potentials for distributed Research Infrastructures as ICOS. However, there are some obstacles that have to be thoroughly reflected: ● Visibility: success in fundraising is an important performance indicator for institutions as well as individual researchers. There is a perception that the visibility of linked third parties is lower and the raised funds are “second class money”. ● Reliability: the direct beneficiary will be responsible for the performance of the linked third parties which is a risk in the case on non-compliance. The perceived risk may, however, be higher than the real risk since the General Model Grant Agreement foresees clear consequences of non-compliance of linked third parties. ● Influence: linked third parties need to be aware that they will not sign the Grant Agreement with the Commission and will not necessarily have any rights in the consortium unless these rights are stipulated in the Consortium Agreement. The project management will summarize the experiences with linked third parties during the lifetime of the project, and will report this to the European Commission and the ESFRI.

Report to summarize the experiences of usage of the KPI approach

The expected impact of the project is measured by developing a set of applicable KPIs in order to provide a harmonised and measurable data set about the achievements of the project. These KPIs will be a combination of project-related performance indicators combined with general performance indicators for ICOS as a whole and sustainable infrastructure.

Concept on data processing, management, and distribution in IG3IS and GEO flagship

A report summarising the developed methods and resulting data streams towards the global initiatives IG3IS and GEO.

Specification for high accuracy in-situ vertical profile measurements including vertical profile retrievals of CH4 from the ground-based TCCON.

The report will summarize the results from two field campaigns in Sodankyla and/or Trainou, where all partners in Task 3.1 will participate, and work towards accurate vertical profile measurements using AirCores. Furthermore, the AirCore profiles will be used to validate and improve the profile retrievals from TCCON. Moreover, we will report on the realization of AirCore flights in five member states, and summarize the technical and logistic achievements towards regular AirCore launches within the ICOS in the future.

Ambient CO2 time series for the selected 10 measurement stations covering the period 2000-2015.

A dataset of at least 10 years of reprocessed ambient CO2 concentration time series for a set of maximum 10 stations in the pre-ICOS labelled period to complement the validated ICOS data products with a rich set of measurements of maximum compatibility in the pre-ICOS period.

Reprocessed long term data series from 9 ecosystem stations.

A dataset of at least 10 years of reprocessed ecosystem CO2 eddy covariance flux data from up to 9 proposed ICOS stations will be prepared. Based on data collected in the pre-ICOS period (not following ICOS standards) will be available to complement the validated ICOS data products with a rich set of measurements with the maximum possible level of comparability.

ICOS data type-registry and unified meta-data base.

The metadata registry developed in this project will provide the means to identify and refer to established schemas and application profiles (like Geo-DCAT), thereby enabling the means for machine mapping among different schemas. The registry will link to important controlled existing vocabularies from which the values of metadata fields can be selected. The main purpose of this registry is to make all ICOS (meta)data searchable and support the common metadata archive at the Carbon Portal. This work will be coordinated with WMO GAW (IG3IS), LTER, ANAEE, ACTRIS, Fluxnet, SOCAT, Copernicus, AmeriFlux and NEON. This works also cross-cuts with the connected work packages in the SEACRIFOG project on EU-African cooperation.
