Benefit Assessment Report on new integrated prototype products and impact on European airspaceA benefit assessment is conducted by taking into account the detailed recording of the system testing and exercise scenarios of the affected airspace based on the availability of the new integrated observations data. Also the SWIM functionality and compliance of the data exchange will evaluated and demonstrated. General aim is to measure the overall benefit of harmonized and integrated data models and data format and their exchange with airspace users, which allows further electronic processing of the exchanged data and thus the improvement of the input data used by the downstream models.
Report on existing data and approachesAssessment of existing surveys, studies, papers, guidelines, etc. dealing with airborne hazards such as volcanic ash, nuclear emissions, hazardous air pollution and chemical dispersion, as well as fires which have a worldwide geographical scope with emphasis on Europe. As sources for data research, experiences of partners, partner networks, online research, database research, Eurocontrol air traffic statistics and route data, SESAR documents, STATFOR long-term air traffic forecasts, scanning of related journal releases and conference proceedings are used. Existing data and papers will be taken into account.

ICDs between the EUNADICS-AV Portal and the VAAC/NMS/SESAR-SWIM systemsIn this deliverable, the specific interface requirements which are needed to deliver successfully to the International Airways Volcano Watch (IAVW) community, the National Meteorological Services (NMS) community which are part of the World Meteorological Organisation (WMO), and the SESAR community will be defined. This will be implemented by writing Interface Control Documents (ICDs).
Report on existing unmanned upper atmosphere radioactivity monitoring methods for fast response serviceIdentification of existing research and operational unmanned airborne platforms, UAVs and sounding systems, with the capability to conduct airborne in-situ radioactivity measurements. Specific products to be considered are related to activity concentration of radionuclides emitting gamma radiation and to external dose rate. The existing operational and research systems will be assessed with respect to the different data products considering the different level of QA/QC, spatial coverage, near real time data delivery, data availability/accessibility, operational response time, etc.
Inventory of satellite productsOverview of satellite products relating to volcanic ash, desert dust, and wildfires (and possible other aerosol plumes) available among the many satellite data, which are potentially useful for EUNADICS-AV.
Report on Case Study simulationCase studies will be performed for selected hazards, in particular volcanic eruptions (e.g. in Iceland, Canary Islands and Italy), nuclear accidents, severe toxic release and major fire events in the European core area of air traffic (area of 200 nautical miles around Brussels). The aim is to assess potential consequences for European critical infrastructures in aviation.
Identification of existing and available research and operational aircraft for fast response serviceCreate an inventory of the main available aircraft (Research and operational) available for fast Response Service during a crisis Situation.
Gap identification and suggestions for infrastructure improvementBased on the results of data Assimilation and source apportionment, measurement gaps for major airborne hazards, in time and space, are identified. An improvement of the existing Monitoring infrastructure will be proposed.
Identification of existing research airborne remote sensing platforms for fast response serviceCreate an inventory of the main available aircraft platforms equipped with remote sensing techniques and in particular, the European Facility for Airborne Research (EUFAR) and the In-service Aircraft for a Global Observing System (IAGOS).
Report on the estimation of radiation doses inside aircraft cabins for indication of safe and non-safe fly zonesDose estimation due to external contribution, i.e, cloud immersion, deposition inside and contamination outside the aircraft, radiation exposition of passengers and crew, and to internal contribution, i.e, inhalation due to air conditioning systems inside the plane, will be calculated for different radionuclides and activities. The results will provide recommended thresholds that could be used in the Decision Support System (DSS) based on the relation between plume activity and measurements inside the cabin to doses and, therefore, facilitate the decision to define safe or non-safe fly zones.
ICD between data providers and EUNADICS-AV PortalThe Interface Control Document (ICD) defines how the data products are to be delivered to the delivery system. It will address physically ingesting files (services and protocols), the foreseen file formats, metadata standards, accompanying documentation, and the (NRT) time requirements of certain datasets.
Report on different real-time aerosol radioactivity and gamma spectrometric monitoring networksIdentification of existing research and operational networks of (i) ground based real-time (or near-real-time) measurements of airborne radioactivity attached to aerosol particles and (ii) ground based real-time spectrometric measurement of ambient gamma radiation together with total gamma dose rate measurements. The existing networks will be assessed with respect to the different data products considering the different level of QA/QC, spatial coverage, near real time data delivery, and data availability/accessibility. This report will also identify measurement gaps in the current observing networks in relation to the scope of this project.
Assessment and Cross-validation among existing ground based in situ observation networksIdentification of specific data products available for cross-validation from the existing observation networks providing ground-based and airborne in situ observations. These common data products are used for cross validation, including retrieval techniques and instrument calibration in order to produce consistent data among the different networks and with data available from research aircrafts. Appropriate data products are identified for the different crisis scenarios investigated: volcanic eruptions, desert dust and sand storms, and large forest fires events.
Case studies with multi-source data assimilationExisting and newly developed observation operators and error estimates will be combined and their mutual compatibility and complementarity will be assessed in all models involved, as well as the added value of each type of measurements. Experience of multi-pollutant air quality assimilation will be taken into account to identify and suppress potential “competition” between the datasets of different type. The impact and synergies of assimilating the data of different types into an ensemble of independent models will be assessed – and the harmonization procedure towards the coherent unified products will be suggested.
Tracer experiment analyzed and compared with tracer dispersion forecastThe dispersion of the Tracer artificially released is simulated with the EUNADICS forecast tools and restricted areas at the ground and in the air space are defined for the hours/days after the release. A meteorological situation will be selected on the basis of pre-test forecasts to cover suitable dispersion conditions including also convective uplift of the tracer into the upper airspace. The models and related products are validated against the measurements.
Validation of tailored satellite productsNew (operational) satellite products which are not yet validated and tailored satellite data products will be assessed for their quality and validated using existing validation data sets. Satellite-ground and satellite-satellite comparisons will be made. Participants from this project will actively collaborate with validation teams from on-going missions/programmes and future missions to avoid duplication of work. Main focus will be on novel aerosol products, especially related to volcanic ash detection, desert dust and forest fires.
Source apportionment methodologies for radioactivity, volcano, and forest firesIn several cases, classical data assimilation of the concentration fields provides insufficient information and incomplete analysis. Particularly difficult are the cases with incomplete coverage of observations in space (e.g., missing/sparse profile information) or in time (e.g., infrequent satellite overpasses), with buoyant and vertically extended sources, etc. A way to reduce the impact of these gaps is to extend the data assimilation towards the source apportionment task. Efficiency of this approach was demonstrated for volcanoes by the recent ESA-VAST and SMASH projects. Particular attention will be paid to relation of the quality and abundance of the observational information and the quality of the source apportionment, analysis products, and following forecasts.

Description of the plugin infrastructure for building community extensions to the core delivery systemThe deliverable is a prototype of the EUNADICS-AV Web Portal, including documented software, computer systems and available storage for the data products during the project. It will have a flexible plugin infrastructure to accommodate the community extensions from various sub-Tasks.
Action plan for the sustainable use of EUNADICS-AV results beyond project lifetimeThe socio-economic study takes numerous factors in the innovation environment into account that will influence the sustained availability of study results and the solution described. This exercise is extremely important since the solution developed will generally not be needed frequently as it focuses on a rather narrow application spectrum of seldom, but severe hazardous events. Thus assessing the feasibility of providing the solution to the user community after the project lifetime will be imperative for the sustainable accessibility and exploitation of the EUNADICS-AV project results. Therefore the feasibility study will be complemented by a prioritised action plan for the sustainable use of EUNADICS-AV results beyond the project lifetime.
Scenario definition and design documentIn this Report, a set of scenarios is defined and described. This set is subsequently utilized for the simulation and exercises to be carried out. All scenarios are relevant for sustained military operational air traffic in order to monitor the air and ground situation and for the implementation of military Airspace Control Means for inevitable GVT flights into the contaminated area.
Dissemination planThe Dissemination plan will describe the following Topics: • Setup, conduct and review the effect of the dissemination strategy for the different identified communities (Aviation user community, intermediate uses , data providers, downstream users) • Organize technical training and integration workshops for VAAC, NMS and 4DWxCube for developers (first workshop foreseen in M12), in close cooperation with WP2 and WP7 • Setup and maintain the project website (initial website foreseen in M1) • Organisation of a hackaton/databattle, targeted at stimulating (commercial) reuse of EUNADICS Open Data and Services (foreseen in M32). In a hackaton/databattle participants from outside the EUNADICS project are challenged to use the products from the project in new, innovative ways. KNMI has good experiences with these type of events and co-organized the RWS-KNMI Open Data battle (http://opendatabattle.nl/). The dissemination plan will provide a planning of the related activities.
Observation operator for lidar- and aircraft-type datasetsThe development of observation operators, which provide the link between model fields and observed quantities, is a prerequisite for data assimilation. This Report describes the development of generic observation operators for (i) ground-based and spaceborne lidars, including ceilometers, (ii) aircraft data, (iii) radioactive dose rate monitoring. Observations of this type have the potential to complement in-situ and column-integrated satellite observations by providing vertical profiles and cross-sections of the plumes.
Integrated test report and lessons learned on interface prototypingReport on the testing and System Validation of the EUNADICS-AV Portal and the lessons learned.
Tailored satellite productsExisting (operational) satellite products and retrieval algorithms are tailored and combined to provide enhanced measures of aerosol presence, height, and mass. The same holds for SO2 amount and height. This tailoring will be done for the most challenging products and algorithms from polar and from geostationary orbit

Assessment of the scientific content of the data products.
Inventory of ground based data suitable for satellite validationIdentification and assessment of existing research and operational networks of ground based remote sensing techniques (e.g. lidar, radar, ceilometers, sun photometer, VIS/TIR cameras, UV scanners and cameras, infra-sound) with the capability to provide quantitative data products for natural hazards (e.g., volcanic ash, SO2 gas, desert dust, forest fires).
Report on existing aircrafts for the radioactivity measurements of the upper atmosphereIdentification of existing research and operational aircrafts with the capability to conduct airborne in-situ radioactivity measurements. Specific products to be considered are related to activity concentration of radionuclides emitting gamma radiation and to external dose rate. The existing research and operational aircrafts will be assessed with respect to the different data products considering the different level of QA/QC, spatial coverage, near real time data delivery, data availability/accessibility, operational response time, etc.
The development of relevant and meaningful products for aviation is the purpose of this task. These products will be defined from the identified priorities and end user requirements. The relevant products for each category of hazards that are covered will be defined and developed: volcanic ash, desert storms, fire plumes and nuclear plumes. The concentration thresholds and the levels of uncertainty are different for each atmospheric component, following the guidelines developed during the Project.
Implementation of a demonstrator for particles and SO2 analysisBased on the improved capabilities to integrate/assimilate complementary measurements from satellites, ground-based and aircraft instruments, short-term analysis of Aerosols and SO2 will be generated in an operational mode in regular time intervals upon arrival of new observational information, e.g. every 6 or 12 hours. As a result, the 4D analysis image of the plume (ash, SO2, desert dust or fire) will be generated. The demonstration of this assimilation system will be implemented.
Implementation of interfaces to alert and monitoring information on nuclear eventsAlert system for nuclear events based on information from existing monitoring networks
Implementation of a demonstrator for nuclear dispersionA pre-operational demonstrator is developed based on several dispersion models that represent the dispersion of radionuclides as passive tracers. The punctual source term will be obtained from a source-inversion method. In the case of a crisis that lasts several days, the source term will be sequentially updated as soon as additional Information is available.
