Periodic Reporting for period 2 - BLUEGNSS (Promoting EGNSS Operational Adoption in BLUEMED FAB)

Promoting EGNSS Operational Adoption in BLUEMED FAB (BLUEGNSS) aims at promote innovation technologies to maximise the potential of the European GNSS and its adoption in Civil Aviation. The Consortium, led by ENAV, Italian Air Navigation Service Provider, sees the participation of the other BLUE MED FAB (Functional Air Block) ANSPs partners, DCAC – Cyprus, HCAA – Greece and MATS – Malta and is complemented by an industrial partner IDS (Italy) to promote a fully integrated approach composed by operational and technical partners. The primary objective of the BLUEGNSS Project is to develop European Global Navigation Satellite System (EGNSS) aeronautical applications in accordance with ICAO standards and in particular to design RNP approaches with all 3 minimas (LPV, LNAV/VNAV, LNAV), in selected airports in order to increase their accessibility and safety. This will bring operational and economic benefits to selected airports. And, to develop a regional EGNSS Monitoring Network and data recording capabilities in support of the validation of RNP APCH and the introduction of Galileo for Civil Aviation
Other objectives, linked to the primary one, are:
• Training procedure designers in order to increase capabilities for States on implementing RNP APCH;
• Disseminating EGNSS culture among BLUEMED partners;
Design and validation of RNP APCH is a fundamental enabler for the exploitation of EGNSS in the aviation domain and will push forward its adoption in Europe.
This is the first time in Europe that a RNP APCH implementation project is coordinated at FAB level. The advantage of such approach is that States that don’t have enough experience on RNP APCH operational implementation will take benefit from inter FAB knowledge transfer. Furthermore the BLUEMED PBN Task Force framework will act as catalyst platform to spread knowledge among the area and beyond at whole EU level.
For this period (1/1/2016-31/3/2017) the project has reached 2 objectives, Develop EGNSS applications (EGNSS approaches design) for Malta and PANS OPS Procedure designers training.
WP200 Training and WP600 RNP APCH for Malta, have been successfully completed. Furthermore MATS singed also EGNOS Working Agreement with ESSP.
WP400 RNP APCH for Greece started on June 2016, the draft charts are under finalization (7 procedures) and are planned to be validated on June 2018.
WP800 GNSS Monitoring is on going and the architecture is defined, some reports have been already produced and shared with Italian National Supervisory Authority (ENAC).
Overall activities are under planning control. Some delays on Greek airports design activities but manageable. Great interest from Ryanair, Aegean and Olympic on the benefits of RNP APCH reachable on the selected airports. Despite airlines are not equipped with SBAS there will be a demonstration of lower minimas, in some cases up to ILC Cat-I, compared to APV Baro minimas.
