The third task of this work-package will provide the foundation for the decisions to be made by the ECCSEL Board regarding improvement and enlargement of the ECCSEL RI. Based on work during ECCSEL PP II, prioritization of research facilities selected for upgrading (CAT-2) and new construction (CAT-3) will be revised and presented to the Board for their decision. Guidelines for prioritization have been defined in the previous preparatory phases of ECCSEL (as relevance, state-of-the art uniqueness, complementarity and potential for moving the CCS technology frontier). In this work input from WP4 will be used for assessing the long-term relevance of new facilities. Proposals for upgrading (CAT 2) and new (CAT 3) facilities will be identified in the member states and assessed and prioritized against the set of criteria and the ECSSEL Business Plan. The prioritized facilities will first be presented to the Board for preliminary approval before more thorough assessments of the technical and economic viability of the constructions and operation of the facilities will be prepared. The assessments will include analyses of the technical feasibility and capacity of the proposed facilities, their associated technical risks, and in cooperation with WP1, the potentials for technical innovations derived from the innovation management tool. The assessments will also include analyses of the cost and revenue prospects and associated economic risks. The required input for the assessment will be provided by the relevant stakeholders of ECCSEL aligned via the Coordination Committee. The assessment with recommendation related to the prioritised facilities will be presented to the ECCSEL Board for final approval. Furthermore, any relevant information from the techno-economic assessment developed in this task will be provided as input to support the establishment of national and EU funding opportunities in WP2. This task will also identify existing large pilots and test facilities in Europe that are potentially interesting for inclusion in ECCSEL. Based on decisions by the Board, technical discussions will be initiated with the operators/owners of the large research facilities to elucidate relevance to ECCSE RI. Information about conditions related to technical operation, access, HES and cost issues will be collected as a support to the Board for their final decisions about inclusion. The ECCSEL Business Plan will be up-dated yearly with regard to the current prioritizing of CAT 2 / CAT 3 facilities and plans for implementation developed in this task. Deliverable D3.3 will provide the decision basis including detailed techno-economic assessment, to the ECCSEL Board for the above described decision on enlargement and improvement of the ECCSEL RI.

Structure, resources and provisions of National NodesStructure, resources and provisions of National Nodes from NTNU, BGS, TNO, CIUDEN, ETH, CERTH, PGI, BRGM, OGS – one report per country This task is focused mainly on the development and implementation of the ECCSEL National Nodes. Implementing the ECCSEL National Nodes as national multi-partner coordination bodies will increase the capacity to communicate ECCSEL messages towards the National Authorities and obtain final commitments. This deliverable will focus on and provide details on structure, resources and provisions of National Nodes.

Implementing the operation of ECCSEL existing research facilities (CAT-1)One of the tasks of this workpackage is, in cooperation with WP1, to first define the ECCSEL RI based on existing facilities located in the current ECCSEL committed member states. In ECCSEL Preparatory Phase II, most fact sheets of existing (CAT-1) facilities have been prepared and this will be the starting point for the work in this task. The work will revise and update the information on technical possibilities of the current research facilities, and structure these according to their research relevance (to Capture, Transport, and Storage) and type (lab-scale, pilot and demo facility). Required revisions of fact sheets due to technical upgrades already implemented will be done, and fact sheets describing new facilities will be prepared. The fact sheets for all CAT-1 facilities will include required information on technical operation, cost for usage and HES. Work will also be undertaken to collect documentation from facility owners to prepare protocols on the required technical and human support to make access possible to agreed services. This information will support the implementation of the transnational access managed by WP1. This work will result in this report on implementing the operation of ECCSEL existing research facilities (CAT-1) forming the initial ECCSEL RI.
Industrial sponsorship frame workThe aim is to setup a frame work for sponsorship, specific to industrial users of ECCSEL and management of industrial engagement. In this respect, the proximity of research facilities, proper business capacity building, availability of venture capital and other facilitation of start-ups, demonstration projects, and a stimulating climate for collaboration are of great importance for ECCSEL. The framework should stimulate and engage industrial participants. In order to stimulate know-how clustering it is important that the critical mass of the European research programme of CCS is embedded in the dedicated innovation management tool of ECCSEL.A concentration of commercial and scientific activities in the field of CCS provides synergy in the form of joint ventures, new creativity and facility sharing. This deliverable will describe this Industrial sponsorship frame work, its outline and the interaction between with ECCSEL and the Industry
Stakeholder engagement implementation and strategy documentStakeholder engagement implementation and strategy document (TNO,CIUDEN) Different types of users from the public and private sector, each one interested in specific facilities provided by ECCSEL, should be identified and grouped (e.g. public sector: academic researchers, policymakers, research institutes). The specific user groups will be grouped based on their specific interest and the need for services, to arrange for different user groups networking. Networking activities will be focused to align stakeholders in terms of expectations regarding scope of work, schedule, (scientific) progress and cost (fund raising). This deliverable will provide the details (and operation plans) of stakeholder engagement implementation and fully describes the stakeholder engagement strategy.
Implementation of the ECCSEL RI Coordination CommitteeThe RI Coordination Committee for ECCSEL, as outlined in the Business Plan, will be established by decision of the ECCSEL Board at the start of the project. The committee will consist of representatives of operators/owners of research facilities from all member states involved in ECCSEL. The Coordination Committee will report directly to the Executive Director. The main role of this committee is described in section 3.2.1 of the business plan. A monitoring tool for the usage of facilities and related innovation will be developed in cooperation with WP1 and WP2. Each facility will report to the Coordination Committee about the operation, suggestions/plans for improvements and innovations. The Coordination Committee will develop assessment criteria and KPIs for evaluation of the performance of the facilities and its management. Based on the KPIs, suggestions about required corrective actions to improve performance will be proposed by the Coordination Committee to support the relevant facility owners. The Coordination Committee will keep the overview of the development of ECCSEL RI and align this with the strategic plans (WP4) and prioritization of the upgrading (CAT-2) and new (CAT-3) facilities in Task 3.3. The detailed tasks, responsibilities, structure and initial composition of the Coordination Committee will be covered by this report.

Capacity building strategy (training needs, mapping existing courses, courses curriculum, H&S issues) preliminary reportDevelopment of a capacity building strategy and common training guidelines: In this report, the needs of ECCSEL will be identified, in terms of capacity building and, particularly, for training, through a consultation process with the ECCSEL partners and the facility owners. A strategy to better respond to the identified needs will be developed and rationalized. Training guidelines will be provided to the entire ECCSEL community, in order to guarantee the adoption of a high level standard for all the facilities. Training will be particularly addressed to meet the needs of prospective users and to the knowledge sharing among the researchers of ECCSEL. Best practises on how to manage these aspects will be provided and included in the guidelines, in order to assure the adoption of a common standard. Mapping of the existing relevant training courses will also be conducted on a national basis, considering courses held both by consortium members and by not members, in order to best address the guidelines and better calibrate any training action within ECCSEL. This deliverable will define the actual content of the training courses to be organized, addressing the needs of the prospective users of the Transnational Access Program. This is the preliminary capacity building strategy report (including training needs, mapping existing courses, courses curriculum, H&S issues). It will be updated later in a final report.

User needs document – possible CCS rollout (European targets, Member Stated needs and opportunities), key challenges and primary objectivesOne of the tasks of this WP4 is to identify synergies, opportunities and future R&D needs as well as implement strategies to fill gaps and required upgrades identified in ECCSEL PPII. Target groups will include policy makers (both national and European), potential funders, implementing industrial partners, and CCS research organisations. It will also interact and exchange information with other coordination bodies e.g EERA, ZEP, CO2GeoNet, ESFRI etc. Another goal is to aid the implementation of the Transnational Access Programme and provide advice for drafting the access calls. The feedback from the proposed work will be used to help identify users’ needs that are not currently satisfied by facilities in the existing CAT1 infrastructure. This information will then be used as additional input to define both the short term and longer-term TA priorities and will feedback into subsequent TA calls conducted by ECCSEL. The process of information gathering will include review of existing documentation including KPI, conduction of interviews, stakeholder engagement activities e.g. one to one discussions, networking or events in conjunction with WP6 (and exploitation of parallel processes in other organisations identified above as appropriate). In order to achieve this there will be a close link to WP2 and WP6 to gain input from stakeholders and users. This will result in a user needs document which will be drafted considering the rollout of CCS within Europe categorising key targets, opportunities and the key challenges associated with these and identifying the primary objectives to be implemented in Task 4.2. This will be undertaken in conjunction with WP2.
Summary report of the courses arranged including synthesis of the course material for the ECCSEL public websiteSpecific training, in the form of short courses, will be offered to all the prospective users accessing the facilities through TA, on the basis of the facility specificity. The courses will be periodically organized (at least once a year) and will aim to widen the number of users of the facilities, to engage industry stakeholders, to attract the research community and to optimize use of the infrastructures. Focus will be given to the experimental techniques, methods and instrumentation related to the facilities. These courses will be promoted through the ECCSEL website and according to the communication plan and principles foreseen in WP6. The following course are foreseen during the course of this project: 1. ECCSEL Training Course on research infrastructure for CO2 Capture R&D (organized by NTNU), with a focus on experimental methods, instrumentation and model development covering: solvent, sorbent and membrane development for CO2 capture. 2. ECCSEL Training Course-CO2 Storage on the research infrastructure for CO2 storage R&D (be organized by OGS), focusing on capacity estimation techniques and experimental methods, models development and validation, storage integrity, site monitoring and fields lab testing issues. 3. ECCSEL Training course on monitoring large scale CCS pilot R&D facilities (organized by CIUDEN) and will be mainly focused on the scientific and technical experience developed in the Hontomin site, including geophysical methods (micro-seismic grid or geo-electrical measurements in wells), deep sampling and their links with safe operation. Practical problems related to the use of the facility and specific H&S issues will also be addressed. The technical knowledge transferred to the user will constitute an important added value provided by the ECCSEL community. Through this training, the TA mechanism will definitely become more effective. This deliverable is a summary report of the courses arranged including provision of a synthesis of the course material for the ECCSEL public website

Research Strategy Roadmap (RSR) for ECCSELWith input gathered in D4.1 (Tasks 4.1 and 4.2), this deliverable will develop an initial 5-year Research Strategy Roadmap (RSR) to provide a prioritised list of research topics to meet predicted user needs up to 2021, and well as undertaking a horizon scan to 2026. It is anticipated that the RSR will be revisited and reviewed every 3 years within ECCESL to ensure the strategy is appropriate to the evolving research infrastructure stakeholder requirements in the CCS landscape. The Research Strategy will constitute a reference document for the development of ECCSEL infrastructure portfolio and for project assessment and selection processes.
Operational framework for National NodesUnder this task the establishment and organization of the Operational Centre and National Nodes will be supported. The Operations Centre (OC) will be located in Norway, and will be directly connected with the National Nodes in countries willing to invest funds in ECCSEL. The National Nodes will act as coordination body between owners of the facilities (legal entities) at each country member of ECCSEL. Each National Node will nominate a National Coordinator with the following responsibilities: - Facilitate and Coordinate the development (adding more institutions) of the National Node’s research infrastructure in accordance with ECCSEL principles; - Communicate and promote ECCSEL objectives towards the National Authorities and Funding Agencies - Act as liaison between the National Nodes and the Operations Centre; - Being member of the ECCSEL RI Coordination Committee; - Facilitate and support in coordination with the Access Provider (Local Contact Person ) visiting researchers during the Transnational Access Programme (WP8-WP21) This deliverable will establish the general requirements and criteria to qualify as an ECCSEL National Node. In addition the right and obligations of the Nodes and the relationship with the Operation Centre will be finalized and agreed. It will establish and implement the operational framework for National Nodes

To stimulate awareness on the project activities and opportunities, an extensive production and distribution of printed and electronic material is envisaged (Presentations as a basis for presenting ECCSEL at meetings and conferences, A4 flyer, flyers, posters which can be circulated in printed form (e.g. to hand out at conferences). The electronic version (e.g. PDF file) can also be circulated electronically. CIUDEN will ensure that material for each part of the CCS Value Chain is produced and vetted by partner(s) conversant with the topic featured.

Website implementation of the Transnational Access Programme, including updated factsheets of infrastructureAn access web page describing ‘the Transnational Access programme’ will be opened immediately after project start. This will be managed by the Coordinator in collaboration with Task 1.3 On the website, the potential user will find a description of the available infrastructures with the main characteristics of the facilities, one contact name (Local Contact Person) and address for each one, information concerning how to apply, a form to complete in order to submit a proposal and a guideline for filling in the form. A user call for proposal will be distributed up to twice per year through the website, through advertisements in magazines and participation in conferences. These calls will follow WP4 recommendations on the research topics that can be covered by accessing the facilities. Success stories for users describing their experience and completed projects under ‘the Trans-national Access programme’ will be released on the web page.
