Report on validation of solutions related to the cooperation in the rail sector applied in Living Labs

Deliverable describes the results of task 3.6. In this task the measures and concepts that have been implemented in real-world situations in the Living Labs will be validated.

A guideline describing the data governance approach

The guidelines will describe measures and rules for participating in the data sharing platform, addressing a set of specific aspects. The data governance approach will be developed by governance and interoperability experts in close collaboration with experts from the field.

Analysis of smart contract functionality
Report on inclusion of Smart-Rail intor Shift2Rail

The report will include intermediate results of the various WPs and will link these results to Shift2Rail

Roadmap for improvement of rail freight services by better cooperation in the supply chain

In this deliverable a roadmap for implementation of required cooperation to improve the quality of the rail freight services in line with the needs of clients is presented.

Governance model
Progress report on updates of Living Lab 2 monitoring results and adjustments made to the concept

This deliverable will focus on results of monitoring of the LL3 and development of adjustments, if necessary. Based on the developed monitoring approach the implemented measures will be monitored by measuring the associated KPI’s over a longer time period. Suggestions for the adjustments will be elaborated. The adjusted or new measures will be implemented again and the monitoring approach will continue. This process will be repeated several times. Finally, the measures will be adjusted in such a way to make them most effective in order to improve flexibility and reliability of rail freight transport within a multimodal transport system.

Guidelines for specification of KPIs

This deliverable describes results of task 24 In this task the relevant KPIs for this project are first identified and are specified in more detail in the second instance

Information exchange required for the selected measures

One obvious condition for cooperation between organisations in the supply chain concerns exchange of data to inform each other and to make smart choices to improve flexibility and reliability of rail freight transport in the supply chain In this deliverable for the selected measures it will be investigated whether the involved stakeholders are willing to share data and what kind of tools for information exchange is already available

This deliverable will focus on the results of the project most relevant for the EU policy support.

Assessment of the current situation

This deliverable describes the results from the assessment of the current situation of cooperation within the rail sector performed in Task 31 of the project The analysis will be carried out based on desk research a literature review an inventory of relevant studies and the expertise and knowledge of project partnersThis analysis will be made for different market segments for instance by type of goods and by type of stakeholders and will be used to prioritise activities in this WP and to select market segments that are most relevant to achieve the project objective

The Living Lab will be constantly monitored and controlled to ensure the success of the Living Lab. The constant monitoring and feedback allows for the recognition of deviations and instant adjustment. This deliverable will present the results of the monitoring of the Living Lab 1 and will report on the deviations and adjustments that were done. After improvements have been implemented, the cycle of monitoring, analysing and adjusting the wagonload concept starts again. At the end of the project a final assessment will be performed.

This deliverable will present the results of the problem analysis and the challenges to organise a successful control tower concept Based on the results of these analyses the design of the control tower concept will be further developed

This deliverable is an implementation plan (roadmap) for the selected data sharing solution. It combines the results and lessons learned from tasks 1-4 of the WP 5.

This deliverable will illustrate how the virtual data space solution will be validated in the living labs. This will include: • Assessing detailed technical requirements of the Living Labs • Detailed configuration of the virtual data space (interoperability platform) for freight stakeholders in the Living Labs (e.g. data governance mechanisms, security aspects, etc.) • Validation and testing of the components in the living labs

Deliverable will describe development of business models supporting cooperation within the rail freight sector Discussing and recording the business model of the cooperation will help to improve the cooperation within the rail freight sector by obtaining mutual understanding of the purpose of the cooperation and making stakeholders different roles and responsibilities explicit

The purpose of a governance model is to establish behaviour of cooperating parties in line with the goal of the cooperation and to avoid behaviour that results in contra productive effects. Deliverable 3.4 reports on the development of governance models supporting cooperation within the rail sector

Report on value case of involved stakeholders LL2

The control tower concept requires a lot of cooperation between involved stakeholders such as shippers logistics service providers rail operators terminal operators and infrastructure managers This deliverable will present the results from the application of a value case methodology to investigate all relevant values of stakeholders costs risks link with their strategy and either to mitigate values if they are negative or to redistribute values over stakeholders so that the result is acceptable for all

This deliverable will present the outcomes of task 75 where control tower concept will be implemented Furthermore it will present the monitoring approach designed based on the implemented concept

Report on value case of involved stakeholders LL3

Based on the results of previous tasks the business case of measures for each organisation can be determined what are the costs and benefits and is the balance positive for each organisation This deliverable will present the results of the Value Case Methodology applied to LL3

Conclusions and recommendations wagonload concept

In this deliverable a final assessment of the results will be made. Conclusions about the most effective approaches for creating innovative services for wagonload trains will be drawn. Recommendations will be made about the continuation of the wagonload services set up in this Living Lab after the closure of the project. Recommendations will also be made about the application of these approaches on other EU Rail Freight Corridors.

Guidelines for establishing Living Labs

In order to guarantee a consistent approach, in this deliverable, the guidelines for establishing the Living Labs are defined. Existing general description of a Living Lab will be made specific for the rail freight cases in this project.

In this deliverable an inventory will be made of the problems related to these service aspects and of the best practices for quality improvements based on the expertise of partners and involved stakeholders Furthermore a literature review will be made of relevant recent and ongoing projects in order to use and analyse the project findings For instance results from previous demo projects such as RETRACK SPECTRUM and the ongoing studies for the international Rail Freight Corridors RFCs will be included

In this deliverable the requirements for a data sharing solution specifying the architecture for such a solution are described It also describes software components that were developed within task 51

Deliverable will present the results of task 41 Within this task the current situation regarding cooperation and related bottlenecks with nonrailway related stakeholders will be assessedThis analysis will result in an assessment of the requirements by stakeholder and the current barriers that hinder cooperation in the supply chain or make operations more complicatedFinally an overview will be made of the best practices bottlenecks and challenges given the overall project objective to improve the quality of rail freight services in line with the needs of the client related to cooperation in the supply chain This analysis will be made for different market segments for instance by type of goods and by type of stakeholders and will be used to prioritise activities in this WP and to select market segments that are most relevant to achieve the project objective

Conclusions and recommendations Control Tower concept

In this deliverable a final assessment of the results will be made. Conclusions will be drawn about the most effective approaches for creating a control tower for long distance rail freight transport. Recommendations will be made about the continuation of the control towers set up in this Living Lab after the closure of the project. Recommendations will also be made about the application of these approaches on other EU Rail Freight Corridors.

Information exchange required for the control tower concept

In this deliverable the technologies concepts data exchange mechanisms information systems standards and controlling process that are necessary for the implementation of the control tower concept will be analysed

Report on refinement of project approach and scope

This deliverable will describe the results of the refinement of the project approach and specification of the scope. Based on the problem analysis and the overview of best practices the project approach is refined and the scope will be defined in more detail. More detailed solutions – segmented for different markets and different groups of stakeholders – will be prioritised based on expected market impacts and economic and technical feasibility.

Report on potential impact of wagonload concept

This deliverable describes work performed and results achieved in task 62 Task 62 focuses on the identification of potential participants and achievement of their high involvement A tool will be developed to show all potential participants the quantitative impact of the service and interactive sessions will be organised to discuss the impact and the effort needed for implementation

Information exchange required for the wagonload concept

This deliverable will analyse and elaborate on the information exchange necessary for successful implementation of the wagonload concept It will provide a specification of the required information exchange and the way to organise it with the involved stakeholders of the wagonload concept

Conclusions and recommendations for project as a whole

In this deliverable a synthesis of work done in the project will be provided. Also the overall conclusions and recommendations will be drawn.

Roadmap for improvement of rail freight services by better cooperation within the rail sector

In the deliverable an implementation plan is describes, combining the results and lessons learned from previous tasks of WP 3. • Assessment of the optimal business models and governance models for cooperation within the rail sector. • Assessment of the total impact of the measures on the relevant KPIs • Recommendations of policies that may be supported by the EU. • Promotion of the new business model among rail operators and forwarders to introduce new business opportunities to them but also to existing and potential customers of rail freight services to raise awareness for new opportunities for the use of rail freight transport. • Definition of necessary legal and regulatory steps for implementation on EU and national level. • Definition of necessary organisational and operational steps for the implementation by rail operators and rail forwarders. • Overview of most effective business models and governance models for different market segments. • Proposal of an implementation schedule with a planning of different steps in time for the new cooperation models.

Report on new Governance models enabling cooperation in the supply chain

Within task 4.3 the most effective governance models for cooperation in the supply chain are defined. This deliverable will report on the results of this task.

Conclusions and recommendations Living Lab 3 concept

This deliverable will present a final assessment of the results from LL3. Based on an analysis of the results and on interviews with involved stakeholders, conclusions about the most effective measures to improve flexibility and reliability of the rail freight system will be drawn. Recommendations will be made about the further use of the measures on Corridor 1 after the closure of the project. Recommendations will also be made about the application of these measures on other Rail Freight Corridors.

The deliverable reports on the results of task 61 In this task the problem analyses and the challenge of organising a successful wagonload concept is analysed in detail

An ontology describing Smart-Rail semantics

This deliverable will present the results of task 5.3. This tasks develops a semantic model (semantic standard or ontology) for the Smart-Rail context in order to improve the semantic interoperability of the integrated platform and to improve the information availability.

Evaluation of bottlenecks

This deliverable describes the results of task 32 The task combines qualitative and quantitative analysis The quantitative analysis will evaluate to which extent the previous steps of the EU policy have contributed to accomplishing access to the rail infrastructure and the necessary service facilities on an equal basis The qualitative analysis will comprise of interviews with experts and actors in the rail freight market concerning infrastructure access and regulation A conclusion of both these analyses will be made demonstrating the current status and what further steps are necessary Recommendations will be formulated for future EU and national infrastructure policy

This deliverable focus on project identity including logo templates and set of power point slides that summarizes the project and is amended to fit various target groupsThe Project website Community Portal will contain explanation and results of the overall project and the underlying WPs including implementation guidelines and recommendations The Portal will take into account different information needs of different type of stakeholder communities amongst which Rail sector related nonrail related transport sector users of the rail services and policy makers
