Structure of the standardized action plans

This report will bring together the standardized actions plans of the pilots sites.

SCCALE Financing Guide

The Financing Guide refers to a report collecting a comprehensive assessment of financing schemes and guidance on appropriate financing mechanisms for energy communities, using a structured evaluation scheme focusing on community-driven and citizen-led action.

SCCALE Monitoring Tool

This report will described the monitoring tool: Using insights from the literature study and based on the work of the COMPILE project (Maturity Scale) and the Interreg 2 Seas SHIFFT project, TUD will develop KPIs to assess progress, impact and effectiveness of different types of collective citizen actions.

SCCALE Policy Recommendation

This report will include policy recommendations addressing barriers to the development of energy communities. Those recommendations will be produced for the European level and adapted for each target country (FR, BE, NL, HR and GR).

SCCALE Methodological Guide

This guide will be a collection of roadmaps and action plans covering the areas of energy efficiency, renewable energy production or local distribution management. These elements will be pulled together into one comprehensive methodology described in this guide.

Collective Action Plans for replication sites

Collection the 21 collective action plans from replication sites.

Literature review on collective citizen actions

This report will be a review of academic and professional literature will map and assess state of the art insights into collective citizen actions at neighborhood level targeting energy efficiency and renewable energy technology measures. The literature review will address relevant theory, methodology, and empirical studies on collective citizen action perspectives, implementation, effects, effectiveness, and impact. It will take into account issues like the rebound effect, energy poverty, and energy justice, social inclusiveness, and the use of digital tools.

Ethics Report

The ethics report will describe the data management process for the project including the name of the Data Privacy Officer for the project. The ethics report will also highlight the main ethical challenges (including inclusiveness and gender balance) that will be faced by the project and mitigation actions to deal with those challenge.

Database on Community of Practice members

List of the members of the Community of Practice including their area of expertise and contact details.

Pipeline of replication sites

This report will be a collection of replication sites including a description of the context, needs, potential stakeholders and main contact point. Collection of templates for replication sites.

SCCALE Contractual Guide

This guide includes templates and guidance on governance structures of energy communities in order to deliver the principles of “open and voluntary participation”, “effective control” and “environmental, economic or social community benefits to its members” as primary purpose as they are stated in the definitions. The guide will also include a facilitation tool to support stakeholders in building a balanced governance.

Report on different engagement strategies

This report describes in details the engagement methodologies deployed in each pilot site.

SCCALE Municipal Guide

This guide will include both best practices to implement whilst creating the energy community, and investigate barriers to municipal involvement in the current public procurement and tendering rules in the project’s five pilot countries (FR, BE, NL, HR and GR).

SCCALE Library

The SCCALE Library refers to an overview of proven efficient technical and business tools, contractual templates and business models. This overview is based on information from the project partners, their respective networks, and external experts.
