AEA Technology have, in collaboration with the National Radiological Protection Board (NRPB), carried out research programme support work to the EC in the development of methodologies to evaluate the risks of decommissioning wastes (contract No. FI2D-0030).
The work is theoretical in nature and is composed of two distinct but complementary studies:
I Establish the feasibility of a decommissioning safety data base for use in deterministic or probabilistic safety analysis
ii Examine the effect of waste disposal options on decommissioning safety, particularly with regard to implementation of the As Low As Reasonably Achievable (ALARA) philosophy.
STUDY A - The feasibility of establishing a decommissioning safety data base
Most data currently used in nuclear risk/safety assessment has originated from studies of operational plant, and is not ideal for decommissioning assessments. In order to make use of this data in decommissioning assessment, safety factors must often be used which limit the accuracy of the work, and introduce extreme pessimism into the conclusions of the assessment.
The purpose of this study would be to:
a Identify data relevant to decommissioning risk/safety assessment;
b Identify data currently available;
c Examine the feasibility of establishing a decommissioning safety data base.
STUDY B - The effects of waste disposal options on decommissioning safety
Radioactive waste will be produced as a result of decommissioning nuclear facilities, and plant management will be faced with a choice of disposal options. Various options may be available, such as waste segregation, care and maintenance and repository storage, and the final choice will depend on a variety of factors including costs and political considerations.
One important factor which should be considered in the waste disposal strategy is to keep doses as low as reasonably achievable (ALARA - ICRP26). The aim of this study is to develop a practical framework in which the ALARA philosophy can be applied to decommissioning/waste disposal options, taking into account normal (ie planned) activities, faults and accidents and the effect on representative groups of society.
